Job Title: Supervisor Business Process Analyst, Motor Vehicle Registration Project  

Position Type: Local Contract

Reports to: IT Manager, Motor Vehicle Registration Project

Job Purpose: Lead the development, and documentation of business user requirements for motor vehicle registration processes to ensure standardization of processes including development of performance measures for departmental processes and geared towards improvement of efficiency and effectiveness for users

 Key Duties:

Lead and guide the documentation of business user requirements for MVR processes to enable ensure standardization of processes.

  • Identify changes in the business environment that need to be addressed, validate change requests for new processes, changes to existing processes or for improvement purposes – and guide preparations for specifications.
  • Ensure quality process changes are studied by the team under your supervision, coordinate and organize for plenary sessions to validate and critique the changes.
  • Monitor and guide all necessary consultations with users by the team under your supervision and take corrective actions on the outcomes of the consultations.
  • Quality assure the Business Requirements Specifications (URS) and submit to the Assistant Commissioner Enterprise Architecture and Manager Software Engineering Support team.

Maintain an Inventory of all business procedures/processes in the assigned department to have a single point of reference.

  • Maintain an Inventory of all departmental processes and procedures.
  • Establish frameworks/strategies to monitor and minimize security threats of the Inventory.
  • Update the inventory as and when there is need, to ensure its up to date.
  • Review and approve the frameworks for the design and maintenance of process guidebooks, business roles and rules to ensure alignment and quality.
  • Measure performance of the processes/procedures against set objectives to establish and mediate identified gaps for improvement purposes.
  • Measure performance of processes/procedures to identify bottlenecks and areas of improvement to enable users operate more effectively and efficiently
  • Analyze frequent challenges reported by the users through the existing feedback channels to inform adjustments in the departmental processes and systems
  • Implement frameworks for the design and maintenance of process guidebooks, business rules, and training manuals
  • Compile proposals of business processes and user requirements and engage the software development team or system vendors on the required adjustments.
  • Analyze the effects of any policy, process or structural changes on the functions in the processes and make recommendations to the line Assistant Commissioner based on findings and implications arising.

Plan and manage the performance and development of staff under supervision so as to improve their productivity

  • Plan and budget for resource requirements in the business Unit and monitor the usage to ensure efficiency.
  • Develop and monitor a Business Unit Work plan and develop performance agreements with all the staff under supervision.
  • Monitor staff performance and provide guidance and periodic feedback for performance improvement.
  • Assess the training and development needs of staff under supervision and recommend appropriate interventions.
  • Provide coaching and mentoring support to staff under supervision.
  • Initiate and implement activities/programs intended to create and harness teamwork in the business Unit.
  • Implement succession planning and any other staff related programs as introduced and approved in the organization.

Person Specifications:

Essential Requirements
  • An honor’s bachelor’s degree in a Business-related field from a recognized academic institution
  • At least Two (3) years’ experience in business analysis work, one (02) of which should have been attained at supervisory level.
  • Certifications in other fields such as ITIL, artificial intelligence, machine learning, analytics among others
  • Solid foundation in quality assurance
  • Extensive knowledge of process improvement and enhancement
Desirable Requirements
  • Postgraduate training in a management related discipline from a recognized institution is an added advantage
  • Good knowledge of the entire MVR Operations – to understand integration and interface requirements
  • Ability to analyze data and create and review processes.
  • Good understanding of quality assurance methods and process e.g., Kaizen, standard operating procedures, Six Sigma, Lean manufacturing etc.
